From Vision to Implementation: Building California’s Bilingual Educator Workforce
Field-informed recommendations for state leaders and philanthropic organizations to address barriers, amplify assets, and take action needed to turn multilingual educator workforce commitments into statewide results

California has rebuilt a strong public commitment to bilingualism and biliteracy. But the systems-level efforts to build the educator workforce needed to deliver on that vision remain fragmented.
Drawing on interviews and focus groups with leaders across California, an inventory of initiatives across the bilingual educator workforce pathway, and public data and research, this report identifies the barriers that continue to limit bilingual educator preparation, deployment, and retention statewide.
The report outlines four major findings and five recommendations for state and philanthropic leaders. Together, they offer a practical path for moving from vision to implementation and building the workforce capacity needed to expand access to bilingual education across California.

This report includes an interactive initiative inventory that documents efforts across California’s bilingual educator workforce pathway, raised by those interviewed for this report.
The inventory is a field-informed resource, not a comprehensive statewide census. It is designed to help users better understand the range of visible activity across recruitment, preparation, authorization, hiring, professional learning, funding, research, advocacy, and coordination.
