A Scalable Model for Literacy Gains in Knox County

Knox County, TN, partnered with TNTP to pilot a coherent reading intervention model that grouped students by their specific needs (instead of arbitrary screener cutoffs) and anchored intervention instruction in Tier I-aligned materials.

Students gained an extra 1.3 months of learning on average, and the lowest performing students—those in the bottom 10 percent—gained an additional 1.8 months of learning after one year. One school in the pilot reduced the number of students who needed intervention by 37 percentage points in a single year. Further, interventionists preferred the new coherent model by a nearly 4:1 ratio.
